The Human Resources Manager (HRM) is responsible for strategic workforce plans, as well as the day-to-day HR Operations.  The HRM focuses on acquisition, development and culture of the best talent, critical drivers to achieve A Greater Hope’s goal of becoming the best place to work in social services.  The HRM proactively works with agency leadership to manage the people metrics with the expected outcomes of minimal turnover, eectively managed expense, high employee engagement, high quality client care, and excellent experiences for all clients, visitors and employees.

Assure compliance with personnel related laws, rules and regulations, including Fair Labor Standards Act, Americans with Disabilities Act, Family Medical Leave Act/California Family Rights Act, OSHA, ERISA and others. Maintain minimal exposure to lawsuits. Responsible for day-to-day operations that drive low turnover and high retention within the agency to include: Deliver sound selection, on boarding, and orientation activities to create positive new employment experience and reduce first-year turnover. Foster high employee engagement through the development of strong HR programs and team execution of engagement action plans. Establish eective employee recognition programs. Deliver timely and informative internal communications to employees. Oversee opportunities to improve productivity. Responsible for day-to-day operations that minimize and mitigate employer risk to include: Ensure compliance with all HR regulatory requirements, employment law, and CARF HR standards. Respond to EEO complaints and prepare position statements. Project workforce gaps considering current sta, local labor market, statistics, trends, and projections. Develop workforce strategies, including full-time/part-time/per diem mix, staing models, and education strategies/partnerships to prepare workforce for the future. Participate and execute leadership development programs including talent mapping, succession planning, emerging talent programs, leadership academies, and other leadership development programs. Deliver leadership education and development, inclusive of transitional leadership training, general leadership effectiveness, diversity and inclusion, and labor relations and employee relations. Review and update position descriptions. In partnership with the Chief Operating Oicer and Chief Executive Director, administer the Agency’s Injury and Illness Prevention Program. Monitor the worker’s compensation program; communicate with vendors related to workers compensation claims; maintain related records as required. Conduct investigations when employee complaints or concerns are brought forth. Monitor and advise managers and supervisors when taking disciplinary actions. Monitor the implementation of a performance improvement process with non-performing employees. Maintain current knowledge of new trends and innovations in the field of human resources; attend and participate in professional group meetings; participate in professional development activities; read publications relevant to area of assignment.

Physical Demands: There are considerable physical demands associated with this position.  The HRM may make visits to client’s homes and must oen respond to emergency situations.  The HRM must also be able to remain in a seated position while working the oice.  In cases of child relocation, the HRM may be required to assist the child by carrying belongings and must oen li, carry and/or comfort small children up to 20 lbs.  The HRM may also be asked to li and carry oice items/supplies 25-50 lbs., usually holding it in the hands or arms or on the shoulder.
Employee will be required to drive a motor vehicle.
All employees, regardless of position, serve as role models for children and adolescents who are served by our agency.  Therefore, each employee must at all times be emotionally stable and able to function eectively with children, adolescents and adults who may have mental or behavioral health problems.  The sta must be able to demonstrate appropriate daily behavior, appropriate expression of emotions, as well as appropriate role modeling.  Hostility, aggression and unnecessary or inappropriate physical actions as well as inappropriate emotional expression are not acceptable.

A successful candidate must have the following skills and experience: Bachelor’s degree in Business, HR Management or related field.   Master’s degree, in a related field, or SPHR preferred.   Experience of at least 5-7 years in a top HR leadership position. Social Service experience preferred. Demonstrated track record of driving high organizational performance and high employee engagement.   Knowledge of pertinent federal, state and local laws, codes and regulations, as well as applicable court decisions, concerning personnel administration. Knowledge of theory, principles, practices, and techniques of human resource administration including recruitment, selection, training, classification, compensation, benefits design and administration, employee development, and performance planning and appraisal. Demonstrated ability to exercise sound, expert independent judgment. Demonstrated ability to exercise tact and diplomacy in dealing with sensitive and complex human resource issues and employee situations. Ability to work on multiple, concurrent projects with strict deadlines and with frequent interruptions.
